Mark it as not recieved and contact the Giveaway creator and make a ticket.
If the key is a duplicate - someone other got it. Contact the Giveaway creator -> Make a support ticket - Mark as not recieved (or recieved - depends on what the creator says :D)

Contact the creator to provide a non-used key. If he doesn't give you a usable key in 7 days then marked as not received.

12th give away I have won and this is the first time I have run into an issue.
I have a code listed next to the game but steam says it is a duplicate product code that has already been activated. I have no game in my list (Guns of Icarus).
I don't know if I should contact the user, file a ticket, or just wait 7 days and mark as not received. Has anyone run into this problem before and know the proper procedure?
