well in some regions like Russia games are extremely cheap, imo there should be something like regional bundle list, so extremely cheap games from cheap regions are added to bundle list only in these regions, but same game for normal region not.
You still gave away 5 bundled games, and you are 1.45, that's a lot imo.

As it first got introduced it was discussed in the chat. It does make sense in a way, because CV is entirely based on the games worth. It already gets exploited in a way when people creategiveaways for games that were recently free or on sale. Of course, I don't say everyone who is giving away games that are on sale is exploiting the system, I do it myself, but russian keys are crazy cheap and someone could just buy 5 keys for the same money you could buy one copy somewhere else.

You are talking from the perspective of someone who can buy region restricted gifts, but the truth is that it's unfair when region restricted games give the same amount of CV, not only because regions such as Russia have prices that are 60% lower, but also because only people from that region have access to the giveaway.
People from cheap regions already have the advantage of having access to both region free giveaways and giveaways from their region and on top of that they can also buy region free games from authorized and unauthorized resellers so they already have a lot of advantages, giving them the same amount of CV for giveaways that not everyone has access to makes it unfair for the rest.

Oh, I'm all for stopping people from getting extra CV through RU/CIS giveaways, but I'm jusy pointing out that unless you can somehow effectively stop all that, people will make RU/CIS groups, and those are IMO worse than Regional GAs since it kills the Regional GA feature.

Well, the CV system in itself is flawed, I mean, group, whitelist and private giveaways are similar to region restricted ones as they are only accessible to select people and yeah, it's exploitable. No matter how we put it, there are things that can be done to improve it, but it will never come close to perfect because it can't.
Disregarding those facts and seeing how the region restricted giveaway system works, it would be very possible to make region restricted games give less, depending on their region and yeah, people could create groups like you said, but that would require organizing at least 5 people for each giveaway and most people wouldn't bother with that and receiving less CV isn't that bad, I mean, these type of GAs weren't even allowed until recently.

Currently if this game gets added to bundle it affects everyone, even ppl who spent more than double price than a person from cheap region, I think that games like that should be added to bundle list only to ppl from cheap regions like Russia & CIS, Brazil & South America, but not to ppl from normal regions like Europe, NA, etc.
And yeah it can be abused like Venhiem said, didn't think about that.

still price was very cheap, that's why they add it, it's not like they add every game that goes 80% or 90%, but some yes, so you just didn't got lucky with that. For example they never added Narnia to bundle list, which deserves to be there more than Two Tribes pack.

No, as Venhiem said that's not how it works. You get reduced CV only if the game has already been bundled at that point. However the bundle list isn't always updated right away. So, if you were to give away a not bundled game today, you get full CV. If it gets bundled tomorrow and you give away another copy, as soon as it's added to the bundle list (which may happen tomorrow, or the day after or the next week...), the second copy will count only as 15% while the first will still give full CV.

When you give away a pack, check if singular games have been bundled or not. If they all have been bundled, it's very likely the pack will be added to the bundle list as well.

Edge was first bundled Jan 31, 2012, Rush Jun 30 2014, Toki Tori Jan 31 2012, Toki Tori 2+ Jan 7 2014, so the date is right. It's a shame nobody noticed it before though, so the pack was added to the list only yesterday, however sometimes it happens.

yeah that happens with bundles games. Just go here http://www.steamgifts.com/bundle-games and search before giving if you want, but keep in mind that games from running bundles like Humble Bundle, Indie Gala, etc, are always added to bundle list even if not appear there, unless is the 10+$ tier, if you gave away them before bundle started, you are okay.

No they don't have to do with CIS restriction, don't confuse it, I was just commenting another thing about that, if game is bundled is bundled for everyone, not matter from what region you are. And that Two Tribes pack was just added to bundle list for all ppl who gave it away same date time you did, not only for you.
So all ppl who gave it away after Jun 30, 2014 will get less CV, and for all people who did it before Jun 30, 2014 will get full CV.

the the Two Tribes Pack was bundled from a long time ago but the bundler (the moderator that adds games to the bundle list) probably didn't noticed this pack untill when it was on sale and everyone tried to exploit it for not being part of the bundle list
the only game that you created a giveaway for which was never bundled before was puzzle dimensions
to be explicit games are added to the bundle list for many reason just as, was part of a bundle, there was a discount or price error which allowed to buy the game at 95% off or more and obviously if all the games in a pack were in bundles before those are added as well (maybe even more) and obviously games on the bundle list only provide 15% worth towards level, so if you giveaway a 100$ package that was bundled before you only get 15$ to your CV, if you giveaway a 30$ bundle games you only get 4.5$ for your CV

On a side note, can we somehow let the bundler know if we see a bundled game not counting as bundled? To avoid it added to the lsit much later and thus those kind of issues?

you can create region locked giveaways with region free keys or gifts, the reason why it counts as bundle for steam gifts or steam keys is because there's no one to check, steamgifts has only a few people to moderate it and if you create a support ticked it can take more than a year to get an answer, depending on the reason...
we all know that is not fair but please understand how it would be if everyone could spend 1$ for 5-9 giveaways and get full worth with them, level 10 would be so easy that everyone would have it
also there are many non-bundle games that have 90% discounts, Puzzle Dimension was one that you noticed but there were many more and if a game that you got for 90% off gets into a bundle there will be no problem because each game on the bundle list has a date saying when they got first bundled and any giveaways before that date still get full worth
