I know they can technically still be leaked, but can I ask for reroll if the winner is not a member of the group? The reason I'm asking is because I plan to create group GAs for a few unbundled games, but some of these groups don't check for history of rule breaking. No fun in giving expensive games to someone with many unactivated wins...

I don't know the answer, but thanks for giveaway. I think that invite-only links can be leaked, group/whitelist can't, but I not 100% sure about this.

If you're not part of the group/whitelist you can't enter. Invite only can be leaked. The group on Steam could be private and people only could join by invite, then outsiders can't join the GA's.

That's obviously what I'm planning to do. A regular invite-only link doesn't prevent rule breakers from joining. At the same time SGTools doesn't support group/whitelist GAs, hence the need to combine two types of GAs.

You can create a group and post SGTool protected Giveaways in a discussion in the Steam Group page. Double protection.

I already have a few groups for such special purposes (for example distributing keys in this thread), but what I'm looking for here is a solution for posting (some) GAs to groups I'm not the owner of.

If you can't create a topic yourself in those groups you can ask the Admin or whoever can to create one and link the SGTool Protected Giveaway. The only problem is that people may miss it if they don't usually check the Steam Group Page.
In the end it's still the same suggestion XD and I don't really have other ideas.

Many groups don't prevent non-members from reading the forums, so that won't help much. What I'm likely to do is post a link of the group GA in the group's Giveaways thread, mentioning that the GA includes a link to an invite-only GA of another game. I'll mention the name of the game, but will not include the direct link there.

Worst case you can create a GA for the group, like using Otakumaker keys since they're cheep, and in that GA Description put the SGTool Protected Giveaway. So the group can see it and they can access the giveaway if they want to.
I've to admit that if they own the Game of the "Main" GA they won't notice tho.

Pretty sure that's exactly what Yirg intends to do. What Yirg wants to know is that if someone does that, and then someone else leaks the SGTools link which was ONLY posted in a group giveaway (so it can only be seen by group members), can it be rerolled as a leaked giveaway link.

From the guildines:

Respect the privacy of invite only giveaways, and if you're invited to a private giveaway, do not share the link with other users unless given permission by the giveaway creator.

So if you do not give permission to share it outside the group this is valid reason for a reroll.

+1. There is no difference between sharing an invite only link inside a group, or sending for a few people - you expect only the people who are able to access it to enter. I also think that it's a proper reason for reroll.
