That's because this particular DLC isn't linked as DLC at all, if you go at the Steam store you'll see that it doesn't appear that "You must own Trainz Simulator..." thingy. as RedFrix0075 explained to me.

I took first. I really thought someone else had gotten it, since I was third solver. I didn't think it could even activate without base game. Guess I've gotten too used to steamgifts :D
