Steam downloading is not downloading?

I'm trying to download and it starts up good and downloads at the normal 1.2-1.6mbs and then slows down and stops completely. I have to pause and resume for it to startup again but then it happens again very shortly. What's up?

EDIT: Ok now it's just starting to fluctuate and rises to 1.2 then drops to low 500-600kbps then rise, drop, rise.

normal with steam download..download speed will increase and decrease..
