its weird though , i had it in my cart went to buy it on steam , and the gift part was blanked out. Ya its on the list here

There is a simple reason why you can't buy it as a gift.

If you were to get it for yourself, then make a new account using the friend referral system, then activate a 2 € game on that new account then the first account would get a Plex, which is 1 month of gametime and worth around 20 €.

You could also just buy hundreds of those and resell Plex for 10 € later.

That's prolly the reason.
