ukrainian csgo price ?

i heard if a ukrainian friend buys csgo ( 2.49$ atm ) then gift it to you then its ok even if you dont live there but if you use ukrainian vpn then buy it with same price ( cuz its 3.74$ here ) then gift it to some one else would be ok ?
