As region locked gift giveaways are not allowed on Steamgifts I was thinking of ways it would be possible using the new Steamgifts website. I noticed that on the settings page there is now a Country setting which is filled in from the users IP address.

My suggestion would be to create a new part on the Create Giveaway page which has a drop down box which lists the regions as per the Steam regions, i.e. US/Europe/RUS etc. This way it will allow region locked gifts to be entered by those in the matching region.

This is of course open to some abuse, i.e. users using a proxy to change their region on Steamgifts. But redeeming games via a VPN may lead to a ban on Steam so it is the risk they take and not Steamgifts responsibility.

What does everything think?

yeah i dont know why region locked games are banned. its stupid, someone is willing to giveaway a gift and only cuz half of the people cant join he is not allowed. than simulation games should be banned too, cuz only half of people are interested in them ...

Good point :) I didn't think about price differences. Though it could in theory be possible to pull regional prices from Steam in this case and convert them to dollars. So for example a Russian game costing 350 rubles would be converted to around $5 instead of the usual price of $15. The $5 would then be added to how the Level is calculated.

I agree, but this is reflected in the price people pay for the games. For example Grim Fandango Remastered on Steam costs 349 rubles($5), while in US it costs $15. That is three times as much so it is kind of adjusted for monthly income. The method above of adjusting for regional price difference would mean that creators get the same $ value for what they paid even if they bought a 'cheaper' copy.

A Russian spends 350 rubles, they get $5 added to their value. If someone in US spent $15 they would get $15 added to theirs. If I bought it in UK I would spend £10.99 which would be around $16.50.

Maybe it is too complicated and open to abuse to implement into the website. Just ideas :)

No one is questioning RU monthly income, but, i agree, it would be difficult to balance something like that.

Then you have to consider that a russian-Level 5 can enter on "regional restricted + RoW giveaway", meanwhile a random american\european-Level 5 can enter only in a Row giveaway.

Agree. Because Russia has average income of 21k rubles(300$),and how we spend on needs(about 80% of that on food and such)and the price of games in region(i.e Far Cry 4 costs 1800 rubles which would be spent on things like doors,e.t.c). The payment we get from jobs is still the same as before the lock,so i expect a huge reform here.

If we want to compare that, Indonesian monthly income is also less than RU.
If the RU stand on 21k RUB ($300) an Indonesian stand on 2.5 M IDR ($ 200) yet we don't get cheaper price.

GTA V in RU is $29.5, while in SEA it is $43.64.

If there should be a reform, I think the reform should starts on SEA first, citing that it has less salary than Russian, but still paying higher priced games.

In fact, we should not discuss about this, because there are other nations that also pay unfair price. A lot of countries in Eastern Europe are paying way more, though their nation is poor.

But on the other hand, for fairness, a Russian-bought game, or Indonesian-bought game, should not be put on full value on SG, because we pays less. Except if it is a bundle games, the price is the same around the world.

If we start this argument there are a lot of Eastern European countries who could complain. They have ~same, less more average income than Russia, but they are still paying eu prices.

According to Wikipedia average in euro:

Russian : 361

and some Eastern European countries:

Romania: 398

Hungary: 487

Bulgaria: 332

Serbia: 373

I'm not sure about Ukraine what prices pay but their average is 162

yeah, I guess because of the shitty change rate, but the Russian store uses rubles so the prices don't change despite of the shitty exchange rate. In these countries you pay with euro in the store, so any of them is even more screwed if their exchange rate drops.

Slightly off topic (maybe) but I just have to rant...
Everybody thinks that if I live in USA that I have a lot of money to spare. Yeah, americans are effing Rockefellers, each and every one here lit their cigars from a burning $100 bills... Well, let me tell you what - I'm a single mom with 2 kids, working hard job with low (enough) pay and living in apartment - and rent eats away about 3/5 of my paycheck. Add to that cost of insurances (that you have to have), utility bills and decent food and clothes - and what's left isn't even a 1% of my income on a good month. And on the other hand - there are people in Russia (especially in Moscow and St.Petersburg) who make several times my yearly income - in a month. I personally know 2 people in Ukraine that make at least 2 times what I have - and don't have to spend even 5th of that on living expenses. Btw, what do you think - where those snotty kids (we all run into at least one at some point or another) get money to throw on P2P games and other stuff?
Now - I'm not whining about inequalities, I'm not begging for "help" or sympathy. I manage to not only survive - but raise my kids without them feeling like 3rd class citizens. Instead of spending on cosmetics and jewelry I spend on Steam for us 3, and sometime for extended family, friends - and community. I'd like to be able to give more, but I have my priorities, you know, pretty much chosen for me.
Umm... where was I heading? Ah, right. There are people from different countries with different income and different background on Steam - and on Steam Gifts. Average income is a good indicator for some things - but might not be a sure-fire 100% proof way of "equalising" when it gets to stuff that isn't essential for human well being, and games are not.
I'm all for making a way for people to donate region-restricted gifts, and I think what shspvr wrote (Gameminer way) would be a good idea. But please, don't bring old argument about region prices here - we already had that when Steam implemented them and region lock.

I wouldn't mind on region restricted giveaways if users gained CV (now level) according to their prices. Now all games gain equivalent CV according to the US pricing. So if non region restricted giveaway of Beyond Earth would gain a 50$ CV, then an RU region restricted giveaway of the same game should get 21$ in CV since that's the price in RU.

Not sure if RU users would want that and I can think of some other issues coming up, so I wonder how cg will address the region restrictions issue...

Yeah, I discussed it further up with a similar idea. I can't see why anyone would be against it, unless it creates divides between regions. I think the idea is fair, as everyone is still getting what they spent on the game.

I am in the SEA region, and I couldn't care less about CV. I just want to giveaway to fellow gamers. I don't mind getting 0 CV as long as I am able to let other SEA gamers happy. The problem now is, I cannot create such giveaway because it is not allowed. And everything I buy from Steam are region-locked.
