Regional lock NOOB question

Hello, noob here. Sorry for spamming the forums with such noob stuff, but I don't want to make a mistake.

So I want to create a giveaway for the Space Cat birthday and I bought this thing -> https://steamdb.info/app/320240/subs/ (We Happy Few)
The store tells me it's region locked, but I bought 2 copies and activated one for myself (as a treat) and I got this subID https://steamdb.info/sub/294067/ -> that appears to be the ROW version.

So question: there are two version of We Happy Few, the "China+ region" and the "all else". When I create the giveaway, should I somehow attempt to exclude China, Malaysia, Taiwan.... or can I just leave it as region-free giveaway? Will my potentially Chinese/Taiwanese... winner be able to activate the subID?

Just checked global keys for We Happy Few Standard and Digital Deluxe activate in PRC(China) according to information given on grey market sites. As they are located in Hong Kong they should know. .
