missing base game?

if a pack being gifted gives the base game along with a bonus (ex. Dead Island: Epidemic - Contagion Pack) why cant i join it unless i have the base game?

I can kinda see OP's point, though. The pack is a buy-in for a closed beta. Ideally, the only people who are even going to get a chance at any of these packs have already taken part in the closed beta, despite the Patient Zero, DEADicated, and Contagion packs also being a buy-in. That's their complaint, I think.

The problem is, SteamGifts works that way with DLCs. The base game has to show up on your profile for you to enter, but free to play games can only get that by playing the game. It sucks, but that is how the site works.

Trusting people to only enter for DLCs if they own the base game doesn't work. I've seen a DLC here where Steam didn't report it as a DLC, but said it in the description. No one reads those, and that resulted in a couple of hundred entries but only 20 people with the game. That is why people need the base game on their profile for any DLC.
