Yes, when you make a giveaway notice if it doesn't have 2 ** those games will give 0 CV.
It's there in the FAQ.

Creating a GA:
2 stars = 0 cv
1 star = 15% cv of the steam price

I had just created my first giveaway with hopes that I'd raise my contributor value in order to access more giveaways, but it seems that even though I sent the key and that it was received, my contributor value and level are still the same as before. Did I miss anything?
