If they're anything like me, they may not have gotten a key. It's been 10 hours and I still don't have one so either they ran out of keys or you get flagged for using that method now

Hey spodamayn, I tried the method myself and I must tell you not to wait.
After the "purchase" I did get the receipt but no key so I decided to buy a DLC and The Surge was automatically included in the cart for a total of $0.66 which is the price of the DLC alone. Shortly after purchase the unlock button is visible once you go to the download page through the new link.

Paypal worked out fine for me, not sure about other payment methods though. Take a look at their FAQ page which addresses payment related issues. If that doesn't help, you can submit a request for more help.
Getting it for free isn't possible though, sure you will receive a receipt, but you won't see the 'Unlock the activation key' button if you try to redeem it.
