Payday 2 DLCs on steamtrades?

Where are people getting them for so cheap? They always sell it when it just comes out for 2 TF2 keys which is equivalent to $3.6. This guy was trying to sell his for $3 even though it's $5 regular price. Where do they get it for so cheap once the dlcs come out? Whenever i trade with someone and offer 2 keys for it they say "hold up let me buy it" Where do they buy it from?

^ This, and the fact that people can purchase TF2/dota2 keys at a lower price then what they sell for on the market drives the price down as well.

You're right, it's 3$ in CIS, so traders from Ukraine, for example, trading it for 2 TF2 keys.
