If I purchase a game in steam, I cant gift it to anyone besides my friend? I can't find any option regarding this ? does the steam gift admin knows about this? Can I gift to someone who has recently befriended me?

Yeah. Valve made the change a few months ago. You can only gift to people in your friends list and can't store gifts in inventory anymore.

You can gift it only to the people on your friends- list and if the game has VAC-protection and you gift it to someone who gets VAC banned, you won't be able to buy this game as a gift on Steam anymore EVER, so think twice to whom you buy your game to and for what reason. 😉

Steam no longer allows users to purchase copies of VAC or Game Ban enabled games to their inventory. Additionally, if an account has directly gifted a game to other players who have been VAC or permanently Game Banned, the gifter's account will lose the ability to gift that game moving forward.

PS. Good luck secondary accounts who try to buy VAC-protected games like CS:GO etc from Steam. You can still buy some VAC-protected games from G2A, Kinguin etc. third party resellers though. 😉

I find this both strange and reasonable. As it happens I'm not very generous so I'm less likely to be a victim of this rule. Always pays off to be a Scrooge

The winner has to add you, eitherway before the sale is over (in your case 2 days) having contacted the person and sent it, else you'd be stuck paying full price (if you decide to do so). Which on public giveaways nowadays is risky, why alot aren't doing it anymore.

You can provide the winner with a key, you purchased on a 3rd party website (Humblebundle, ...). There is a option to enter a key, when you create a giveaway.

Depends on the game. I suggest you use http://www.allkeyshop.com/ to look for the cheapest price for a key of the game. Just a word of advice: G2A and Kinguin are market places where normal people, like me and you, sell their keys so there can also be scammers, just like on eBay.

It's not recent, it's almost a year old change.
You can buy a key from any third party store, steam is a bad option now days, because you can't send a gift if the store price on the receiver end is more then 10% lower.

The "recent" change happened in 2017 May, we know about it. You can only buy the game to someone who's on your friendlist
so you need to wait the GA to end, friend the winner, wait them to accept and then you can buy the gift if you two's regional prices doesn't have too much difference :D it's sooooo much simpler to gift from Steam /s
