Public giveaways can't have any special conditions for entry unless you run it by the mods first. However, since you clearly stated you want it to be a private giveaway, it can have any rules you want. As far as I know, there shouldn't be any problems with placing a link to your Facebook page and then having the giveaway link on the page. Just make sure to be perfectly clear on the conditions for entry.

I think he wants to do the giveaway for more likes and not the so called fans... so sad

Still, it's just that the idea itself annoys the hell out of me. A giveaway should be out of good will, not for some kind of personal gain. Even if the personal gain is just some 'like' button on Facebook.
