There aren't many "city" building games set in the present.
You might be interested in Anno 2070, however. It's in the future, and you do build a "city" per-say, while maintaining supply & demand (while doing trade/war with A.I. players should you add them into the game).

Tropico isn't in the present either -- it's a Cold War era game.

And you probably wouldn't like Anno, as it's a lot more strategy-focused than city-building. Sim City is about it these days, other than Cities XL (which is worse in every way).

Anno is not really a strategy as comparable to combat strategies like CoH. Its a true city builder, with a heavy focus on trading. Or, if you manage, about being completely self sustainable. The combat is... barely present, a few boat fights here and there. In my opinion, it's a better game than any SimCity since the SNES version.

Slight warning, 2070 is set in the near future, not in the present. All previous installments are set in the past.

(There's no demo for 2070 iirc, but there should be one for 1404)

SimCity had a lot of patch and is quite alright now.
The only problems left is the size of the map and the lack of one-way roads.

However, both bloody good games (I honestly prefer Caesar II over III, but to each their own).
