Make 10 puzzles and do the giveaways as a chain. Post 1 puzzle in a forum topic. Have the solution of that puzzle point to a giveaway. In that giveaway, post the link to the next puzzle in its description, and continue the chain. Make each puzzle harder the farther you go in the chain. You could also maybe do increasing CV requirements on them, for example 1st is zero CV, second is 50 CV, third is 100 CV, etc.

I don't think that will work too well. People will just idle in their wins. In addition, there are many, many games that don't take longer than an hour to beat. What then?

Following the idea of a contest or duel... You could organize a small competition by picking a free or open implementation of a game with highly competitive gameplay. For example, if you chose poker, you could use PokerTH (or any other alternatives) and host a game. It's not the fairest idea possible, but it's possibly fun.
Or better yet... If you can develop the code for it (or get someone to help you with it), you could hold a big contest based on the Prisoner's Dilemma among all people willing to kill themselves, erm I mean compete, for a copy of Bioshock Infinite. This also has a fitting flavor, considering all the ethic questions present in Bioshock.
EDIT: Of course, the Prisoner's Dilemma is just an idea. Any ethical dilemma, any choice or game theory trap, should do. Just set some restrictions (max players? max moves? how to count points? etc) and it's good to begin with.

CS GO matches to determined the best people to receive the link to the private giveaway? or TF2 match (I prefer CS GO because it's more....professional, plz don't take any offense TF players)
we rarely have things like that, competitive match to win a game on steamgifts, the only one that comes to my mind is the portal 2 puzzle giveaway 1-2 week ago

I have extra 10 copies of Bioshock Infinites but don't need that many. So I'll give some away. Any ideas on what events I can organize to give them away? I was thinking of one private contributor, one group, one puzzle, and one contest.
