Giveaway creation problem

Does not matter if a game still have a price tag, once a game is given away for free in its history you cannot make a giveaway for it.

Once a game has been given for free you can no longer make a giveaway for it. Otherwise, once the free promotion is over, all the people that have hoarded the free keys can just make a mass amount of giveaways and take advantage of the system. :)
