I'm not sure, but I think that usually, "banned" means that the user can still get the ban lifted eventually.
Permanent suspension means that the user did something bad enough that they shall never set foot on the lands of Steamgifts anymore.

If I understand correctly yes and no. Yes both of cases can still login to their account but they can't do anything.
Suspended users can login to their account and create a ticket ( maybe to proof their innocent or do maybe active/gift/... the game that they are suppose to so in some case their death sentences could be reduce) . Basically suspended forever users may have a chance to come back some day .
Banned users can't do anything ( aka death sentences and gone forever for good).

Permanent suspension can come from breaking the rules. Many rules. It's like robbing a lot of stores and getting sentenced for each until it adds up an effective life sentence. But you can also appeal to get it reduced.
Ban is the carried out death penalty for something major. Harassment, extortion, stealing, anything that is beyond some simple site rule breaking. Since you are dead in the site's eyes, it is impossible to reverse it.

You are right in many cases. However in specific OP case, they are literary the same. Suspend PERMANENT don't have come back day.

I just realized after blacklisted 2 person on SG.
One of them already stole from me a while ago, trading my ETS2 key with bu!!5h17 key. The other reported just because he scammed too many people. Then he got suspended, permanent.
The other one was trying to add me as a friend, with possibility to trade with me. While I check his background on SG, he's banned.
Can anyone care to shed some light on me, what's the difference between the two of them?
Because, from my point of view, both of them cannot access their SG account anymore...
But I don't know other wise...
