And it is bad but not "worst" bad (just "not worth your money" bad).

ME3 was a great game 85% of the time, I'd say miraculously good. But then there's the bits where they majorly dropped the ball. Calling it the worst game on steam (which yes, it's not on) or otherwise is a blatant lie, though.
Honestly, I'd call Skyrim worse earlier.

Flatout 3 got a 23 metascore! So if we're going my metascore, FlatOut 3 is worse.
