To my knowledge 4-Packs have never been purchasable as a gift complety. You'll always get one copy and the rest in your inventory

Nope, people have even sold 4 packs. That's how "unpacking" works.

Adding a game to cart in 1 tab, then adding a 4pack to the cart in another tab, removing the first game in the second tab, go the payment in the first tab and it would work.
