Can't activate key

Hello guys, I won a key for the Mafia II DLC: Jimmy's Vendetta but Steam says it's not available in my country and I can't activate it (it shows in store and I can buy it but I can't use the key for some reason). I contacted the guy that made the GA and he said it's from Nuuvem so it should work in Southamerica, but it doesn't work for me and I live in Argentina. I told him to reroll but he asked me to trade the key to someone and mark as received, wich is against the rules. Should I wait and mark as not received and leave it there?

If you cannot activate it on your account and the GA creator refuses to reroll, then yes, mark it as not received after 1 week. You can be suspended for non-activation if you mark it received and it's not found on your steam account.

On nuuvem page: http://www.nuuvem.com/item/mafia-ii-jimmy-s-vendetta , it's clearly says that "This game cannot be activated outside Brazil"

If he doesn't want to do a re-roll mark it as not received but don't do anything with the key. Never mark it as received when you don't/can't activate the key, that may come back to get you into trouble later
