Hi
If I already own Borderlands but none of the dlc's... is it agaist the rules to enter a givaway for Borderlands GOTY? Well, maybe it's just extreme optimism but just in case I win one. hehe.

Depends on the creator of the giveaway, I think. Some will request reroll.

This, if you aren't sure about something, it's always best to comment and ask the giveaway creator. Some will write in the description anyway.

Well if you already own the base game you should not enter for the GOTY one IMHO, however it's up to the creator.

kinda dickish move, but theres no rule against it

however, some creators will request a reroll, and if you do win, make sure to tell them before they give you the game, so you know theyre ok with it
