It is a bug, but most of the people posting are people who don't like the game so they haven't Contacted Valve to fix it so that people won't see a bunch of negative reviews on their games
Also they haven't delivered on keys from the bundles they were in so the only reason people would play this is if they got it in a bundle, but since they aren't giving out their keys in a bundle (since they want people to pay full price) Few people are getting their games and being disappointed by it.

Well yeah, that certainly a concern, but it's a separate matter entirely and something that should be addressed individually since it's a matter of the specific dev lying. I'm just talking about people just plain not wanting games on Steam because they're bad. Except we've already hit rock bottom in that regard so that doesn't really matter anymore.

There are worse games on Steam. Because of greenlight many bad games get on Steam but before it was happening as well (Bad Rats for example was released when there was no Steam Greenlight).
