I'm wondering... For example, I won Duke Nukem Forever but the creator of the giveaway added a key that is not working or its not steam (i really don't know). That user is not even active right now, so... What if you won the same game from another user or do you activate it because you buy it afterwards? Humble bundle, some other bundle, etc.

Will you be marked as a cheater? do you need to mark as receivend even if that person NOT gives the game?

if a user didn't deliver the game, no need to mark as received for that giveaway.

yes, not your fault the ga creator didn't deliver a working key.

i don't know what kind of proof you could provide if you are asked about it, but i suppose showing the fake key you won and the one you traded/bought is enough.
you could even reply in the ga you won and say you bought the game. :3

Yes. Keep in mind that if you get the game later outside SteamGifts, the winner may attempt to do a forced received ticket claiming the game is on your account.

You'll be fine. If the user even notices and tries to complain to support, you can show them a receipt or purchase history or whatever for your new one and they'll turn down the other guy's request for feedback.

What if you won the same game from another user

If you mark the first win as received and you win another one, you'll get suspended for multiple wins for the same game
