What did I do wrong in the activation process that it still shows up? Is this a bug on my end, the SG's end, or no-one's end?
steam end. You already had base game before u activate Two Worlds 2 Velvet Edition, so just one dlc added to your account

"Hide Games You Already Own" predates the "Previously Won" filter, so it's likely it never got updated to match the latter, when the latter got introduced. By original configuration, the first filter checked against base games in your library (since SG can't receive DLC ownership data from Steam) and filters out those base games.
Assuming there wasn't an update to have it additionally filter out against your won games list here on SG (as the Previously Won filter does), it wouldn't add any additional check against such games. Meaning, any win you have which includes at least one DLC would still show up in the giveaway list until you manually filter it out.

That bit about manually filtering out bundles with DLC makes sense. I'll have to start doing it. :D

I don't know if this is the right place to put this or not, but I am having an issue with a game showing "previously won" even though I have "hide games you already won" checked.
Today, I (with the giver's permission) I entered and won Two Worlds 2 Velvet Edition for the DLC. I immediately went and activated the code (and can provide screenshots or a pdf receipt to support if necessary). I then marked the gift as "received." Steam now says the DLC is in my library, eve though I cannot find "velvet Edition" when I search my library [steam client>library tab>search bar] for "velvet", "fortress" etc. I then synced my account here with steam. (I just did it again, to make sure it was synced.)
However, I still see
