I'm glad to know I can sync my account, considering I've just activated my free Faerie Solitaire key. For some reason it irritates me to see I can still join giveaways for games I own. Thank you, OP.

How long? It takes max. 7 days before a user is forced to re-sync.
If they have done something like that report them in the support forums

If they win the same game twice I'm pretty sure they can be banned.
