Well look, regardless of what anyone says, or prints. look at a couple things: Its not in packaging, so 2nd hand already, opened, however claimed unused, non-sold. Anyone can take a picture of anything and place any wording on it. Thus what it comes down to is trust in the seller/company/website. With no packaging you wont know how old the product is / how long its been out of the package, dust etc. warranty? return policy? good or bad site/seller reviews? It remains a gamble.

Yes, you´re right, It´s like rolling dice, It´s not that much money but It might be faulty or It could never arrive after 30+ days. The thing is I won´t find something like that here. I was thinking on a Noctua fan also but It´s around the triple and I don´t know If It´s gonna work the right way since they´re more sophisticated.
