Regarding TF2 keys, it may be more accurate to say that the value of refined metal is falling - the value of keys in terms of cash or other tradeables is stable. Unless Valve adds a good in-game use for metal, the amount of metal in circulation could keep rising, causing its value to keep decreasing.
