Yeah I heard that it is cheap (compared to the Original Price) at GMG too. I think My friend payed the same amount for Borderlands 2 on GMG.

Hell of a lot better to pay that instead of $59.99 on Steam but I haven't really purchased from sites like that.

£24 is more than $34 - your copy was not cheaper then this.

There are 2 versions of Borderlands 2. A region free version and a Russian version. This is the same as many steam keys.

Borderlands 2 Russian

Borderlands 2 Region Free

The Russian version requires you to use a VPN (Russian IP address) when activating the game. Once done you will see two versions in your steam. A Russian version and a normal version.

If you decide to purchase a Region Free version of the game then you just activate like normal. For this reason Region Free versions are cheaper than their Russian counter parts.

I personally purchase the Russian version of the game as it is cheaper and only takes an extra 5 seconds to activate it via VPN!
