Many places over the years but Newegg and Amazon are the most reliable. Just keep checking for deals and coupons, until you get the price you want. This is always handy on amazon and you can set up notifications.

No clue at the moment. I recommend you RandomGaminginHD channel at youtube. He´s from the U.K and builds used budget PCs.

VideoCardBenchmark, CPUBenchMark, GPUBoss, Google, Amazon, and Newegg.
First off, do some searches and just compare parts a bit. Just because it's new doesn't mean it's the best, and even if it did, it might not be worth it to pay $1,000 while you could get similar performance for $200-$300. Once you've narrowed down each computer component to one or two possibilities check the prices on Amazon, Newegg, and other such sites, even just a Google search and checking the Shopping bit can give you a ballpark idea of what kind of deals might be out there.

The Benchmark sites are definitely useful. A quick tip on that. If a part is on both the "High End" list and the "Best Value" list, it's probably a good idea to look into that particular part. As long as no major issues are reported, and it's with-in your price range it'll probably be a good choice so long as the PC is built correctly and everything's compatible. Oh. Do make sure that it's not something that's like 20 years old though... Modern-ish things are usually at least $100, and are typically over $200. Maybe be wary of anything that's only $20.

For example... the "Radeon RX 580", and the "GeForce GTX 1060 3GB" both seem to be very respectable.

GPUBoss has a little thing you can use to compare to specific graphics cards, and I suspect you can find something similar for other parts.

Thank you so much. For now i'll probably buy just a hard drive. I need it, because i make You Tube videos. Eventually i'll upgrade the other parts.

Well, there also appears to be a "Hard Drive Benchmark" section of that Pass Mark Benchmarking site, I'm not sure if it's as useful as the others, but I'm sure you can go through a similar process... Ya'know, just make sure the things are with-in your price range and have enough storage on them, stuff like that.

I believe that personally I've got a Western Digital Blue, 1TB Hard drive.
I don't really stream or record videos or anything like that though.
Since you do, you may wanna look into it a bit more on your own.

Edit: Doing a quick search it looks like a lot of people recommend a WD Black 2TB hard drive...
