Nonredeemable Key Won

So I won Max Payne 3 a week ago and the person just recently sent me an email giving me the CD-Key for the retail version of the game and I cannot redeem it on Steam. What do I do?

If it says it's been activated before, it might be that he accidentally sent the wrong key or something.

Is the key region locked? It's forbidden to giveaway region-locked games.
Also, what does the Steam say to you?

Well, contact the guy, tell him about the trouble with the key. If he resolves it - good. If not - wait 7 days and mark as not received.

First - let him know.
Then if he doesn't give you a proper Steam redeemable version mark it as not received and hope for better luck next time ;)
