No, just move the steam>steamapps>common folder somewhere outside of steam and put it back in afterwards.
You may still technically have to "reinstall" each of the games, but it won't download anything, it will just see that all the files are already there and change them to installed.

Well, why don't you just test your RAM? Is easy and free. Use Memtest86 or something similar.
