If we can avoid mocking the person for a minute, I'd like to say that he translated that from Chinese.
They made a giveaway, that was available somewhere else for free. So their point is, the VALVE complete pack will eventually be free as well, so no-one should make giveaways for that either.
I'd also like to point out there is no chinese translation of the FAQ on the site, that I can see. And I'm sure you can see how much translation services jumble things up, so it's an understandable concern, IMHO.

Support backlog may have played a part, or they may have seen someone else breaking the same rule, an wondering why they weren't judged the same. Especially if they are using the report feature on the pages, which doesn't actually work, since only CG can see those reports at the moment.

I did that for a puzzle once. Took famous video game quotes, garbled them through multiple translations and had you figure out what game they were from.
