For me it shows price of $39.99 and says:

Region-locked game -This Product will only activate in the following regions:
Albania; Armenia; Belarus; Georgia; Kyrgyzstan; Kazakhstan; Moldova, Republic of; Macedonia, the Former Yugoslav Republic of; Serbia; Russian Federation; Turkmenistan.

So I guess we can still buy it, we just get key locked to another region [RU+CIS].

While I'm glad more and more publishers put poor Balkan countries in this cheaper region, I don't see how paying the key worldwide price helps with that, lol. I'm sure the same Russian key can be bought in Russian stores for a much lower price.
