If game is on http://www.steamgifts.com/bundle-games this list than you will only get 15% off Full CV , If it isn't than you get 100% CV. Keep in mind that some games do get added abit later to bundled game list example if they are heavy discounted ~85-95+%

No, sales does not affect CV. Unless it's more then 90% - then game can be added to bundle-list and would give only 15% of price as CV (forever).
