[quick question] who generated and/or why 👉🏼 Region Restrictions 👈🏼 like this one?

won't say shop name, but still:

-wanted to get Factorio ost (!!!) so i've put that in my "that-shop wishlist", cause there weren't any keys available (no game, nor ost ). two/three days later game keys are available but i'm looking at this:

Warning! This product is region locked and it CAN be activated ONLY in Europe! except for Switzerland.

my curiosity is huge, here: who "created"/generated such a key? why such a key?

that's shady hrgame, I believe key is row xD

Also I wonder whats devs think about this sale, cause

HRK Game seems to be a mix between selling keys from developer and re-selling keys obtained from other retailers.
