You make giveaways for games that have "contributor value", which means games that haven't been given away for free and games that don't have two stars next to their name while you're creating the giveaway.

If you mean giveaways from other sites, it's technically allowed, but those stop giving contributor value if they were given in large quantities.
If you mean giveaways you win on SG, then no: https://www.steamgifts.com/about/guidelines

Won gifts should be activated to the Steam account used during registration, and they should not be regifted, traded, or sold.

When a game is given away outside of this site it gets added to list of free games and won't give any contributor value (you can make giveaways for it here anyway).

Everything should be well explained in FAQ

When you make a giveaway and when you choose the game you want to giveaway you can see at the end of the name of the game a red star or 2 or no star.
No star full cv 1 star- reduced cv (15% if not mistaken) 2 star- no cv at all (as it is a game that was given away for free someplace else)
