I don't know if its allowed, but you could make a private giveaway on the forums for Russians only, you would have to ask staff about accepting the rules though, since it go's against the typical rules, but just a thought if you were hoping on giving it away.

Hi everyone, I've ended up with a russian gift for transformers the dark spark. I'm pretty sure it's region and play locked. My question is if steam gifts are fine with creating give aways for region locked stuff. If it's fine I would also like to know if there is anything I can do to increase the chance it goes to someone in the playable region who will actually activate and play it instead of selling/trading it on?
