Douchelord informed me about some cases, where keys seem to be region-locked even if there is no region-locked package for this game. It seems to be the rare case, but even so it makes the this guide below questionable, and region locks completely unpredictable. I decided to remove this guide for good, since it may be misleading in some cases.

steamlocked is redirecting to steamdb. Are there any other alternatives?

steamdb is fine too. But it seems there is more to regionlocks than just package restrictions, so I'm actually considering if I should just remove this guide to not confuse people.

That's actually why I'm concerned. Information in this guide is not wrong, steam packages have region restrictions, and steam keys give some steam package. But the catch is - there is something more to region restrictions than just steam packages. There were found some keys, that give package without restrictions, but the key still have region lock. So, steam has at least two different kinds of region locks for keys - one that is explained in this guide, and one that is hidden and can't be analyzed (or I don't know how for now). So, it's entirely possible that there is no restricted package, but there are restricted keys. And this makes my guide dangerous and misleading, someone may follow it, find out that there is no restricted packages and set a giveaway without restrictions, and then encounter troubles when winner can't activate key because of region lock.

Ah, I see. I never would have thought of that!
Why, valve, why?!?!
So the giveaway on another site where the giver specified that "this game can only be redeemed in the following countries" might be right after all, even if it doesn't seem correct. :(
