Group giveaway problem

So I've noticed there are cases of groups with only 2 members doing a giveaway.

Here's the problem: Someone wants to send his friend a gift and sends it thought private group with steamgift for contributor points.

Is there anything in the rules against this?(because I found nothing). Am I wrong about this?

And I imagine they can quite easily not have the games they are 'giving' away in order to cheat the system even further.

But some people don't give a **** about rules, they just want stuff.
