got a 2 pack gift, can i split it somehow?

When someone activates it they get an extra copy in their inventory.

The only way of spliting a 2-pack is activating it (that'll give you 1 copy in library, 1 copy in inventory). There's no way to have 0 copy in library and 2 copies in inventory, if you mean that.

i got in my inventory "The Ship 2 Pack Gift". i want to activate one for me and 1 i want to leave as a gift in inventory.

Just activate it , and you'll recieve 1 copy right into your inventory.
