So does anyone know what steam's old policy for submitting games was before Greenlight?

I'm just wondering, since I can't seem to find a bit of info on it anywhere. Would be interesting to know how it used to work and such if anyone has the info.

Company approaches Valve directly for this process. With the boom of indie game and many titles, thus Greenlight is there to adapt to the market.

Source: My boss in steam translator group tole me that.
