I've also had to reroll on all of my DLC giveaways, though I dont think it went over 10 rerolls, ouch :( Sorry to hear about that.
On my last ones, I put in the description that if I had to reroll you for already owning it, I would add you to my blacklist. I think that helped, because I didn't have to reroll those ones :)

Part of the problem is nested/repackaged DLC.

A person might have the game Murder Simulator 2016, and they know they have the Closet Killer DLC.

Then they see giveaways for the Matte Black Machete Pack and the Stealthy Sneakers DLC and sign up for both of them... not realizing that the Closet Killer DLC they already own is actually just the Matte Black Machete Pack, Stealthy Sneakers DLC, Morbid Masks Add-On and Quiet Suburb Map Pack sold as one unit.

To the giveaway creator, this jerk is blatantly signing up for DLC they already own. To the person entering the giveaway, they're signing up to win DLC they've never heard of before. After all, they didn't buy a Machete Pack or Sneakers DLC, they bought the Closet Killer DLC.

Of course, the answer is to check more carefully...
