Unlikely, because unlike Skyrim, it isn't a Steamworks title. Plenty of users own a Rockstar client copy only and would be unable to use such mods.

They sold it 3 times on 3 different platforms, just sayin
ps3 version is totally different, ps4 is fine, pc is well optimized so I really can't blame them for a delay.
Any like Delta said it's not steamworks, don't worry.

This is nothing more than just a theory, but knowing how they sold Gta 5 3times to make the maximum profit, it wouldnt struck me as surprise.
Waiting for this new monetization of mods, could mean even more profit for them.
