I'm from Poland - can I buy and send a gift of this game/package everywhere? I know for sure that a dude from Germany could receive such a gift from me earlier this year.

No cross region trading and gifting

Cross region trading and gifting is disabled for this item.

Even if you could gift the game then not to Germany as your price is 17% cheaper going against the +/- 10% price difference allowed by Valve for gifts.

Few months ago prices were exactly the same and I had no problem to gift this game through Steam to some dude from Germany. I also read somewhere that this "no cross region gifting" flag is old and obsolete, not really meaning anything nowadays. I need better info mate...

cd projekt games are not region locked but keys go to Gog.com so you'd have to buy through steam for a steamgift

"can I buy and send a gift of this game/package everywhere?" i thought you meant from every store and just wanted you to be aware. but again, cd projekt games are not region locked ever.

That's not precisely true when it comes to Steam store. I mean game may not be run-locked but buying and sending a gift of a game through Steam directly is a completely different matter.

i know that, that is why i didn't say anything about gifting. but the game itself is precisely not region locked in any way shape or form.

Safe Cross-Country Gifting
No more worrying if a Gift to E-mail or Gift to Inventory is going to work for a friend, gifts sent through the new system will always work on the receiver's account. When there is a large difference in pricing between countries, gifting won't be available and you'll know before purchase.

These changes are now available. Please let us know if you see any issues or have any feedback.

Note: Pre-existing gifts will be unaffected by this change.

also:
If the difference in price beween the 2 Steam stores after currency conversion is greater than 10%, you can not gift the game. Lower or higher...

Yet I could gift a guy from an EURO country in july (with supposedly ~40% higher price in his Steam store at the time) without a problem. I can Google you know, saw those articles earlier but it seems that info isn't really good.

Which European country would that be? Switzerland perhaps but as you don't believe the info given just try it and tell us how it worked out.

I wrote it earlier - Germany. In a response to you and in the OP. Also it seems that my sole US friend can get this gift too, at least Steam is allowing me to choose her when I buy gift right now. I hope it is safe to assume that I can restrict GA to EU+US+CA.

Last year I sent a gift to Philippines from EU, you can definitely gift towards a cheaper region.
