Giveaway can only be created for games that redeem on Steam.

If you want to give away anything else (Oculus, Origin, UPlay, ...) you can do it in a forum thread.

You can just drop a key in this thread if you want to just give it to someone.
However you can't make a giveaway for something that isn't a Steam key, and as such you won't gain "experience" towards your level on SteamGifts
