Winner does not have base game for DLC

I made GA with one DLC, and I also have written in GA description, that base game is required...

How long does it take to change winner thru ticket?
And how is it possible to join in GA, without owning base game?

I dont know. I looked in All games that he is owning in his steam profile, and he does not have Rome total war 2

The way it imports the information is imperfect. Much like how some giveaways can be entered even if a person already owns it. Or it could've been DLC to a game that had a free weekend.

Then just make a revoke the winner and explain the reason, For me it took 3 hours tor one giveaway and second 1 week. Wait patiently.
