The "spotty glowing stuff" is called Bokeh. Hope this helps.

it is definitely Gaussian blur

I'm not familiar with PS but by definition sole gaussian blur is not enough to achieve such effect.
You should mess a bit with other filters (lenses, changes in luminosity and/or contrast, etc) or just simply use focus blur (download if you don't have one or use gimp instead).
