Give him a week, just like he is supposed to give you one week to receive it.

Have you tried to add him and remind him that he must claim the gift/put + in feedback?

Read the FAQ. There is a 7 day grace period for sending/claiming gifts.

I was imagining this topic was about a guy who won but decided he/she didn't want it, apparently entering the drawing for shits and giggles.

Maybe he didn't notice? Poke him to see if he's aware he won.

I was surprised to find out that you don't get an email or anything when you win a gift. I didn't notice until the gifter emailed me. That was within a few minutes of winning though, and I would have noticed within the day because I always check the giveaways at night.
